USBC CONVENTION
The
United States Bowling Congress annual convention will be held from April 28 –
May 1 in
During this time delegates elected from their respective local and state associations will vote on legislation affecting leagues, tournaments and bylaws in addition to electing four new members of the board of directors. Additionally there will be several workshops to inform the delegates about happenings at USBC.
Legislation that will be considered regarding league rules include requiring that bank statements be sent to league presidents; changing the time from that treasurer records must be kept from 120 days to one year; allowing each frame of a game to be bowled on a different pair of lanes; and granting more flexibility to leagues regarding requesting pre/post bowling.
Tournament rule legislation includes treating all averages including summer averages as official averages; requiring a bowler to use a current average if higher than the previous season’s average; requiring a bowler to use a composite average of all leagues regardless of the number of games if higher than the bowler’s highest 21 games average; requiring a bowler to report their 21 game tournament average if it is higher than their highest USBC average; allows each frame of a game to be bowled on a different pair of lanes; and changes the time frame for protesting tournament rule infractions to 72 hours.
There is no dues increase legislation proposed by the USBC Board of Directors, however there is one from the field. It is highly unlikely that any increase in annual dues will happen.
Most of the bylaw legislation to be voted on will impact the annual convention. This includes providing for electronic balloting at the convention and a proposal to only vote on rule changes every other year.
Remember these are only proposals outlined above and must be passed by the delegates for them to become effective on Aug. 1, 2010.
